If the website is actually good, the people should be able to come in naturally. Just post it up on Reddit, your Facebook, and share it with friends. Awesome stuff always gains popularity by itself.
You will not get anywhere without persistence on this one.
You need to remember one thing when creating a website – it will NOT get popular overnight, or by itself unless you are extremely lucky.
Your first step should be to create a huge online footprint with your site – sign up to every forum you can find and every social network you see. Stay active on all of these accounts.
Social Networks – Social Media like Twitter, Facebook, Digg, etc, submit your websites there. There are many social media sites like digg, and you will have to create an account on all of them, and then submit your website.
Press Release – This is usually done when a new site is launched, or you are launching something on your site, or there is an event etc, then you simply write a press release (google “how to write a press release”) , and then you will submit it to many press release sites, it will take few days to approve your press release.
Make sure your URL is in the signature on your forum profile (very useful as this will be a clickable link)
Again, stay active on all your networking accounts, update your facebook and twitter at peak times during the day, with USEFUL content. This will get people to your site.
Make sure you know your audience and engage with them exactly how they like to be engaged.

I would suggest you first get the basics of HTML/CSS at w3schools.com
Building a site like reddit is not done with installing a script. You want to compete against reddit, makes no sense at all tbh.
If you want a custom design you need to know how to use CSS, HTML and I would say you need some knowledge in Linux/Apache to get their code running (just watched )
You can install WordPress with some Digg clones… read …lones-scripts/
If you use a program like you can get setup quickly but your site will be the same as all the other Pligg sites out there.
If you seriously want a site like Digg or Reddit (in terms of functionality and traffic) you will need to put together a business plan that realistically costs out the development and marketing of the site. If you can’t get returns from it then you have to ask yourself if you should even start the project.
