I want to start a website similar to digg.com but do not have the time to learn how to put something like that together… how much would you think someone would charge to just set it up?

I’ve been on digg for a few weeks now, and NOTHING I submit gets to the front page. It barley ever gets more than like two diggs. What am I doing wrong how do I get it to the front page of Digg?
